What is in a CPSR?

The EU/UK cosmetic regulations are clear as to what should be included in a CPSR. It should consist of 2 sections called Part A and Part B.

Part A is a summary of the product(s) – what it is, how it will be used, what testing has been done on it and the full formulation.

Part A also has the margin of safety calculations that are required, to confirm that each ingredient is unlikely to cause harm to humans because it reaches the required safety factors that are built in to the calculation.

An assessment of local toxicity is provided – a check whether any ingredients might cause issues with skin or eye irritation or skin sensitisation.

A review of each ingredient against the legal limits and restrictions are also summarised.

In Part B, the safety assessor summarises the data in Part A, reviews it and comes to a conclusion as to whether the product can be sold, that it won’t cause harm to the general population. Part B is the actual ‘safety assessment’.

This section also includes the safety assessor’s signature and summary of experience and qualifications, to demonstrate the expertise of the safety assessor.

The CPSR is provided to the Brand Owner as a pdf document, and should be stored and saved as part of the Product Information File. It can be from about 10 pages long to 50+ depending on the number and complexity of the ingredients.
